Between informal artisanal gold mining and legally permitted extraction of sand, phosphate, or oil, West Africa faces the same underlying reality under two opposing legal regimes: polluted soil and water, sickened local populations, and a rural exodus, both cross-border and internal, driven by the lack of formal employment. This exodus fragments the families left behind, while the mining territories themselves suffer lasting environmental degradation. The article argues that an operation's legality reduces neither its human nor its environmental cost, it merely shifts where accountability falls, a question West African states have so far struggled to answer.

From Nepal to Togo, via Madagascar, Morocco and India, a single generation is challenging powers it sees as corrupt and out of touch, using a shared grammar of horizontal organizing, distrust of parties and strategic use of digital platforms. Yet this common grammar produces radically different outcomes, institutional capture, reformist absorption or outright deadlock, depending on the nature of the power confronted rather than the intensity of mobilization. The article argues that what is at stake goes beyond the digital question alone, it is representative democracy’s own capacity to absorb a generation that no longer asks to be represented but to participate directly.

Du Népal au Togo en passant par Madagascar, le Maroc et l’Inde, une même génération conteste des pouvoirs jugés corrompus et déconnectés, avec une grammaire commune faite d’horizontalité, de défiance envers les partis et d’usage stratégique du numérique. Mais cette grammaire partagée débouche sur des issues radicalement différentes, capture institutionnelle, absorption réformiste ou blocage pur et simple, selon la nature du pouvoir affronté plutôt que selon l’intensité de la mobilisation. L’article soutient que ce qui se joue dépasse la seule question numérique, c’est la capacité de la démocratie représentative elle-même à absorber une génération qui ne demande plus à être représentée mais à participer directement.
